China Shadow Government, registered at Washington DC, in the
capital of the United States of America in Nov 2002, has completed
its preparatory task after ten-month preparation. This is an
official announcement to all the parties concerned that China
Shadow Government hereby commences its official operation at
eleven a.m. on August 8, 2003.
China Shadow Government is invested and founded by Mr. Zhang
Hongbao, with its nature as an enterprising group engaged in
political culture. Its target and purpose is to promote the
political progress in China in bringing prosperity to its people
and stability to its nation. The way it takes is to run a
political operation as a business administration. What it is to
establish is a democratized state political system, a system of
social property right with a coexistence of both public and
private ownership, a social administrative system with a balance
of law, virtues and compassion. Its recent task is to supervise
the government established by the party in power over its running
the nation by the ruling of law and to push forward the party in
power to carry out its political reform.
China Shadow Government consists of a Presidential Palace and a
President, which is similar to Board of Directors and Chairman of
the Board in an enterprise. President is equal to Chairman of the
country. Presidential Palace has its cabinet and Prime Minister,
which is similar to an executive board and president in an
enterprise.
China Shadow Government faces the political reality between Taiwan
and Mainland China, treating and handling the relationship and the
historical issues between the two parties based on the principle
of being practical and realistic.China Shadow Government will
carry out its friendly association with the governments of the
United States of America, the British Commonwealth of Nations,
European Commonwealth, Japan and other countries as well as the
United Nations, trying its best for the understanding and support
from all the parties.
China Shadow Government hereby elects Mr. Zhang Hongbao as its
President, who is the Honorable Chairman of World Chinese
Federation, Founder of Tian Hua (i.e Kylin) Culture and Leader of
the greatest spiritual organization in China. China Shadow

The Founding Leader of Democratic China

History is going to make the democratic elite the first group of
the national leaders of the future democratic China, whether they
work in China or overseas. In today’s society, single-handed
heroes and guerilla war leaders no longer have a great influence
to anything. The people who can push the democratization of China
must be a visionary, energetic and cooperative group of the wise,
gathering under a great flag. And Zhang Hongbao, the first
national leader of Democratic China, is such a flag.
Dr. Wang Bin Zhang, “The Father of Democratic Movement” is in
prison; the earlier generation of democratic movement in mainland,
who have been fighting the Chinese Communist dictatorship with
their youth and life for nearly 20 years, are now looking for
retirement; And the new generation of dissidents, with a regret of
missing a great historical time, have been indulging themselves in
the thoughts of “Great dragons are stranded on the beach, tigers
fell down to the valley”, and had been dispersed. Yet, in
Mainland China, hundreds of anti-CCP political forces have been
growing over the years. It resembles the sparks in a prairie in
the fall----the wild fire could be set off at any time.
In this great background, the flag of China Shadow Government rose
to the high sky, against the wind and rain in the Pacific Ocean.
Mr. Zhang Hongbao, who founded “Chinese Longevity and Wisdom
Qigong” 16 years ago in China, brought wisdom and health to the
38,000,000 practitioners. After he has had a profound
understanding of the traditional Chinese culture, he refined the
Chinese wisdom which matured over the thousands of years. Then he
brought in the best part of modern political practice and created
a new political ideology, and theorized all theses into worldwide
“Re-organizing a country theory”. He has very extensive support
in China, with the potential of “climbing up on a mound and
summoning up thousands of people instantly”. All these, made
Zhang on top of the black list of CCP government. Following the
banning of Zhonggong, which is labeled as “reactionary political
group”, Zhang was forced to leave China and applied for political
asylum. Even now in US, a series of dramatic incidents happened to
Zhang with an all-present invisible CCP hand behind all the
incidents.
When destiny is about to grant a great task on a chosen person,
this person will be tested with a lot of hardship first. It is the
hardship in the past years that ripened Zhang’s strong compassion
to Chinese people and a sense of mission in promoting
democratization in China; and it is the kind of fight happening
silently and evasively around Zhang that trained Zhang to be
expert in dealing with crisis and sudden attacks.
In the low tide of overseas Chinese democratic movement, Zhang is
sailing against the currents, making best use of the circumstances
and committed himself to the historical task of the first
President of China Shadow Government. This proves to be a great
inspiration and support to all the other fighters who have been
working to democratize China.
In a legendary way, history has chosen Zhang Hongbao. The whole
China and the rest of the world are expecting that richly painted
work that Zhang will be finished and handed over to History.

Right before the two trials that Zhang Hongbao is facing, there is
an unusual tranquility on the web. The tranquility is so complete
that not even a breeze is discerned. This is very scary. Sensitive
people know that a great storm is coming.
A majority of people are already predicting that Zhang will lose.
Not only lose all his money, he might be sent back to China and
lose his life. Yet, one forum sent out a message that Zhang is
forced to “go on Liang Mountain”. What does this mean? Wouldn’t
the CCP government know? Someone had a metaphor that Zhang’s
Zhonggong is like a live volcano. Zhonggong has more than 30,000,
000 members in China. This weighs on all the political figures
both in and out of China. Zhonggong members are all over China.
They have long been a fearful presence for the CCP government,
because it has learned how much the members respect and trust
their leader in Zhonggong’s development over a decade history.
Actually between June 2001 and the end of 2002, overseas Chinese
dissidents had tried to talk Zhang into accepting the position of
“the President”. Zhang turned them down three times politely,
saying that he is not interested in that, at the same time, he
announced his three principles of Zhonggong's orientation.
If it were always so, Zhang would be just studying and developing
Zhonggong culture in US, would not be any threat to CCP
government. They could be taking their respective paths.
Yet, dramatic incidents around Zhang Hongbao happened again and
again. It is said they were CCP’s work. It’s not hard to see the
point. CCP worked on seducing the high ranking people in
Zhonggong, people who are by the side of Zhang. Last January,
Zhang announced his “reorganizing China” strategy. Even though
he was in a tough situation, he showed his political convictions.
And CCP government made use of the people by the side of Zhang to
force him into lawsuits, hoping to force him to be sent back to
China. Then, CCP is killing Zhang’s fame by spreading rumors,
slandering the leader of Zhonggong in order to destroy it.
CCP is trying its best to push Zhang and Zhong Gong into a
desperate situation. It insults a man to excess. It is too much.
CCP says that it doesn’t want to trigger the eruption of
Zhonggong volcano, it is simply because it is terrified of its
power. If Zhang feels that he is forced to desperation, he is left
no choice: turn political. Zhonggong “is forced to go on Liang
Mountain”, is forced to rebel.
This way, the strategists who are aiming at “Pulling down Zhang
Hongbao” are only serving themselves the worst. Look, Zhang
Hongbao is taking the opportunity to rise up!

The leader of the Biggest Spiritual Group in China, Zhang Hongbao,
after many waves of attacks which have been getting more and more
malicious, crazy and extreme, finally was forced to rebel. On the
16th anniversary of the birth of Zhonggong, Aug. 8, 2003, Zhang
Hongbao announced to go public for the second time in USA--- the
shadow Chinese government which was founded by Zhang officially
start running.
Why was he, Zhang Hongbao, this leader of the Biggest
Spiritual Group in China, forced to rebel?
On Aug. 8, 1987, in Beijing, China, with the wish that
“turning the human world into paradise”, Zhang Hongbao went
public with his Zhonggong practice, caused the legendary
“Zhonggong Tornado” in China. Soon, Zhang turned Zhonggong into
an enterprise, the first Qigong enterprise in Chinese history, and
creatively turned Qigong into a health-care industry. Nov. 3,
1990, Zhang officially announced the Kilin (Tian Hua) culture
coming into being in Beijing Scientific Auditorium. Afterwards,
the legendary treating effects, scientific cultural system, highly
efficient management fueled the wide spreading of Zhonggong in the
whole China. In no time, Zhonggong practitioners are already as
many as 38,000, 000, staff members were 120,000.
Yet, Zhang’s versatile knowledge system, unique managing
capacity, charismatic leadership and democratic beliefs, put the
Communist Chinese government in great fear of Zhang and his fast
growing zhonggong organization. Since 1996, Chinese police
searched for Zhang for as many as 100 times in five years. In May
1999, at the Chengdu meeting of the Police Administration,
Zhonggong was decided to be “with the political tendency of anti-
revolutionary”. Afterwards, Zhonggong was officially persecuted---
all the enterprises were forced to close down, staff were sent
home, as many as 1000 Zhonggong cadres were arrested, some were
convicted as “subversion”. In January 2000, Zhang was forced to
go to USA, seeking political asylum and moral support. In June
2001, Zhang was approved of political asylum.
During that period and afterwards, a chain of incidents forced
Zhang facing a painful fact: his assistant Yan Qingxin who had
been working for him for more than a decade, betrayed him. She is
doing something the Chinese Communist government has been trying
to do and couldn’t do---while he is being protected by the US
government, Zhang is so disturbed that he couldn’t do his great
meditations, couldn’t take care of the development of Zhonggong,
he was forced again and again into extremely dangerous situations,
esp. recently, when Yan Qing Xin attacked fiercely, Zhang is
forced to desperation again and again.
March 15, He Nan Fang sued Zhang for both civil and criminal
acts. Yet, right before the court proceedings started, Yan Qingxin
suddenly announced to file a suit against Zhang and offered to be
a witness for He Nan Fang, at the same time, He Nan Fang
functioned as a witness for Yan Qingxin. This, made He Nan Fang
change her original file, added more charges and defendants. At
the same time, on July 18, Yan and her sister Zhang Qi filed three
suits against Zhang, International Zhonggong, Zhonggong Forum,
Tian Hua Xiu Yuan.
In their plaints, Yan Qingxin, Zhang Qi, He Nan Fang searched
high and low for supposed crimes. They described Zhang as somebody
living a corrupted life, a tyrannical leader, a demon with mean
managing style…they are virtually killing Zhang as a person,
destroying Zhang’s fame. They described International Zhonggong,
Zhonggong Forum, Tian Hua Xiu Yuan even the whole Zhonggong as an
extorting, blackmailing and corrupted enterprises. They also
denied the legality of Zhonggong which is being persecuted by
Chinese Communist government in China, and concluded that all
these are resulted from Zhang’s corruption and violence. All of
Yan Qingxin, Zhang Qi, He Nan Fang requested for huge amounts of
indemnity. Yan even claimed that half of Zhonggong Properties is
hers.
To this point, Zhang and Zhonggong are in great crisis, the
situation is extremely severe and critical. The leader Zhang’s
fame is greatly damaged, so is Zhonggong’s. Zhang is facing the
trial in USA, so is Zhonggong, even including the International
Zhonggong General Assembly. Once any kind of conviction was
sentenced to Zhang and Zhonggong, Zhang won’t be able to work
on the global development of Zhonggong and spreading Chinese
culture, Zhonggong followers in the whole world and Zhonggong
overseas organizations will not be able to survive and develop.
What’s worse, Chinese Communist government will get an excuse by
way of taking advantage of US legal conviction to practice a new
wave of persecution in mainland China where thousands of Zhonggong
followers have been trying to seek justice for Zhang and
Zhonggong. Or, CCP government will make use of US legal
convictions to replace Zhang with Yan Qingxin, so as to take
Zhonggong under its complete control. The motivation behind the
facts that Yan Qingxin and her accomplices are so bold, so crazy
in trying to push Zhang into a court is, therefore, very clear.
In such a situation, can Zhang survive? Can Zhang find a way
out?
All these incidents are telling people one truth: so long as
the tyrannical CCP government exists, Zhonggong can never develop,
not even survive. Zhang is finally forced to openly rebel.
Aug. 8, 2003, Zhang officially announced to go public again in
L.A., US. He takes it as his personal responsibility that China
deserves a democratic social system and announced the official
start of China Shadow Government. In his public announcement, he
accepted people’s unanimous election result and became the
President of China Shadow Government.
The China Shadow Government Zhang set up has absorbed from the
experiences that overseas dissidents have had and created a unique
way to achieve the goal. It is new and practical, it is a new path
that reflects real situation of overseas modern political
operation. It is a political cultural
enterprise; it aims at pushing the political progress in China,
enriching the country and people; it is political operation in the
style of enterprise management; it aims to build a democratic
political system, a social ownership that allows both public
ownership and private ownership exist, also emphasizes legal,
moral and psychological needs; its recent job is to supervise the
current Administration, to make sure the current Administration
manages the country by way of law, and pushes the current
Administration to start its political reform.
Let’s wish Zhang and the China Shadow Government under his
leadership a great success!
